§ 2-1-2. Presiding officer; rules of order.

  • (a)

    The Mayor shall preside at all meetings, preserve order and decorum, and shall appoint committees unless the Council directs otherwise.

    (b)

    In the absence of the Mayor, the Mayor pro tem shall preside, and in the absence of both the Mayor and Mayor pro tem, the council shall elect a new pro tem to preside during the absence of those officers.

    (c)

    The Mayor or Mayor pro tem and three (3) Council Members shall constitute a quorum.

    (d)

    Each member, when speaking, shall rise and address the presiding officer. A member shall not be interrupted while he is on the floor except by his consent.

    (e)

    The presiding officer shall decide all questions of order, but an appeal may be taken from his decision to the Council.

When the Mayor or Mayor pro tem are absent, any one (1) of the Council Members may be selected as acting Mayor, Charter, Sec. 25; except as to election of officers, the Mayor and the Mayor pro tem acting as Mayor, may vote only in the event of a tie, Charter, Sec. 24.
