§ 5-1-5. Sidewalks, cleanliness responsibility of abutting property owners, enforcement.

  • It shall be the duty of all occupants of improved property and owners of vacant property, in front of which the sidewalks have been paved, to keep such sidewalks clean, and to do such sweeping and scraping as may be necessary to remove clay, dirt and trash therefrom, and to render the same passable, comfortable and sightly. In addition, it shall be the duty of the street superintendent, after five (5) days' written notice to any such person of the necessity for cleaning such sidewalk, to have done such work as may be necessary to render such walk clean and to render a bill covering the cost of such cleaning to the owner or agent of such property in person, or if such person or agent is a nonresident, then by mail. Upon the nonpayment of such bill within ten (10) days after service of same as aforesaid, the City Administrator or designee shall issue an execution therefor against the owner of the abutting property, and such execution shall be a lien upon such property and shall be collected as other executions issued by the City.
